Plans to solve the informal mining problem in Piura, Peru

The main objective of the Comprehensive Project for Water, Mining, Agriculture and Livestock is the participation of serious and responsible private investors to solve the problem of informal mining as well as the problems of water supply and agricultural development in favourable conditions for the villages located in the surrounding area of the project in terms of social and environmental issues.

The project implementation has particular importance due to its high positive impact in social and environmental aspects dealing with informal mining in Piura Region, so that the vicious circle of informal mining associated with unlawful trade in chemical supplies and explosives, of high negative impact on the environment, worker and child exploitation, abandoned environmental liabilities and other various social ills become a virtuous circle that will encourage formalisation, an adequate centralisation of mineral processing and beneficiation activities, and a parallel social inclusion work allowing the sustainable development of the area of influence.

The project’s area of influence encompasses the districts in which informal gold mining is being carried out, such as Suyo, Paimas and Sapillica districts, in Ayabaca province; Las Lomas and Tambogrande, in Piura province, and the districts in which the mineral beneficiation plant may be located, in Talara province.

The first stage of implementation comprises the design, financing, construction, operation and maintenance of a mineral beneficiation plant, for stockpiling and treatment of the gold ore extracted by formalized miners and those in process of formalization, operating within the boundaries of Piura region.

The second stage: involves the promotion of a portfolio of agricultural and livestock development projects as well as projects oriented to the solution of water problem for domestic and agricultural use within the area of influence of formalized mining operations.

Investors will offer two options of land areas available in Talara province, Piura Region, for the assessment and determination of the most convenient location for the construction of the beneficiation plant.

The size of the plant will be proposed taking into consideration its modular growth and the availability of areas for storage and stockpiling of mining tailings existent in the Region, as well as areas for an industrial park, offices and logistic infrastructure and a buffer zone for operations.

This project is incorporated to the private investment promotion process to be implemented under the mechanisms and procedures established in Legislative Decree 674 and its supplementary and statutory regulations.
